DONNELLY BRIEFED IN AFGHANISTAN BY LEBAMOFF & MISKELLY

Photos courtesy Craig Lebamoff.U.S. Senator Joe Donnelly (D-IN), a member of the Senate Armed Services Committee, recently led a congressional fact-finding mission in Afghanistan and was briefed by two Fort Wayne natives serving with the NATO mission in Kabul. The briefing occurred during Donnelly’s visit to Afghanistan, Pakistan and Turkey in May.

Lebamoff briefed Sen. Donnelly on efforts to professionalize the Afghan National Police as they transition from fighting the insurgency to a “community policing” model. Lebamoff is assisting the Afghans in writing a new criminal procedure code and a code of ethics for the police as well as setting up a police review board.

Craig Lebamoff is a career diplomat currently serving as legal counsel and advisor to the Afghan Minister of the Interior Gen. Mujtaba Patang. Lebamoff attended Bishop Luers High School and Indiana University School of Law (Robert H. McKinney School of Law). He has previously served in Uzbekistan, Tajikistan, St. Petersburg (Russia), El Salvador, Iraq, Ciudad Juarez (Mexico), New Zealand and Nepal. He is a former Fulbright Fellow.

LCDR Miskelly is assisting the Afghans with creating a “service school” curriculum to select and train junior and mid-level officers to serve in the senior ranks, similar to the National War College or National Defense University in the U.S. Lt. Miskelly attended Fort Wayne Christian School and the U.S. Naval Academy at Annapolis. He is also a diplomat, having previously served in Nogales (Mexico) and Fiji, but is now serving as a Naval Reserve Officer on active duty for this tour.
