Indiana Army National Guard Appoints New Commander 

 

Maj. Gen. R. Martin Umbarger has selected Col. Barry Richmond to take charge of the Camp Atterbury Joint Maneuver Training Center during the official change of command ceremony at Camp Atterbury Veteran’s Memorial, at 2 p.m. on Monday, May 9th.

“Col Richmond is an ideal citizen-soldier and Hoosier who is the perfect person to lead this organization into the future,” said Umbarger.‑
Col. Richmond, who was born May 1951 in Madison Indiana, is a graduate of Franklin High School, has an Associate’s Degree from Indiana Vocational Technical College and a Bachelor’s and Master’s of Science Degree from Oakland City University.‑

He has over 25 years of military service, where he served over five years as an enlisted Soldier prior to Officer Candidate School and taking his commission to 2nd Lieutenant in June 1982 at the Indiana Military Academy.‑ He served twice with the U.S. Army Reserve Control Group in 1971 and from 1988-1991.‑ He also served on active duty as a combat engineer, with the 173rd Airborne, 101st Airborne Division at Ft. Campbell, Kentucky from 1971-72 and with the 10th Special Forces Group, Bad Toelz, Germany from 1972-74.

Positions held in the Indiana Army National Guard include equipment operator, platoon leader and commander with the 1313th Engineer Company.‑ He served as the finance officer, plans and operations officer, civil engineer and director of plans, training, mobilization and security all at Camp Atterbury.

He has held many senior level positions at the Joint Forces Headquarters both as a full-time military technician and traditional guardsman.‑ His two most recent positions prior to this appointment were serving as the strategic plans officer and director for operations and training here in Indianapolis.‑

His officer and other military schools include: Engineer Officer Basic Course, Engineer Officer Advanced Course, Battle Focus Instructor Training Course, Small Group Instructor Training Course, Combined Arms Services and Staff School, and Command and General Staff College.‑ As a key leader for the state headquarters he attended many military technician and Army National Guard schools, which focused on strategic planning, mobilization, training, budgeting, and performance improvement identifiers for the overall organization.

Col. Richmond’s awards, decorations and badges include Army Meritorious Service Medal, Army Commendation Medal (2nd Award), Army Achievement Medal, Army Reserve Component Achievement Medal (4th Award), National Defense Service Ribbon (2nd Award), Armed Forces Reserve Medal, Army Service Ribbon, Overseas Service Ribbon, Indiana Long Service Medal (20 Years Bronze Disk), Indiana Military Volunteer Emblem and the Parachute Badge.

Col. Richmond and his wife Kathryn reside in Nineveh, Indiana. ‑They have two sons, Tony George and Bob Milner.‑ Col. Richmond’s children from a previous marriage are Tim, Micky, Tina, and Chris Barger.
