MAYOR GRAHAM RICHARD AWARDED HONORARY “KENTUCKY COLONEL”

Billie and Paul Rykard of the Belle Vista Neighborhood Association surprised Mayor Richard by bestowing on him the honorary rank of “Kentucky Colonel”, on behalf of the governor of Kentucky.
The Honorable Order of Kentucky Colonels Award is signed by Governor Paul E. Patton and Secretary of State, John Y. Brown. Commissions as Kentucky Colonels are presented for contributions to community, state, or nation, and for special achievements of all kinds.
With a commission as a Kentucky Colonel, the governor of Kentucky recognizes people for service and accomplishments on behalf of others.
The next time you see Mayor Richard in the Waynedale area, don’t forget to address him as “Colonel”.
